Shout out to some BBC research which was great on this, but as you said, studies of the impact of new tariffs that Trump did impose in his first term showed that ultimately, the economic burden was borne by the U.S. consumer, not by the importing firm or by the foreign exporter because they supposedly would choose to lower the cost of their wholesale price or the wholesale price of the goods.
